How social security jurisdiction works for frontaliers
Under EU Regulation 883/2004 and bilateral agreements with France, Belgium, and Germany: if a frontalier works more than 25% of their total working time from their country of residence (WFH or secondary workplace), the home country's social security applies instead of Luxembourg's CCSS. Below 25% → Luxembourg SS applies.
